James Alexander works in the US State Department’s Bureau of Educational and Cultural Affairs (ECA), where he is a Branch Chief in the Office of Private Sector Exchange Administration. He oversees a team of analysts monitoring the program quality of international exchange visitors in the high school, alien physician, and teacher program categories.
James worked previously as a Senior Evaluation Officer in ECA (2008-2011) and also assessed overseas State Department Public Diplomacy programs worldwide (2006-2008), with a preceding stint collecting and analyzing post-Soviet public opinion data (2004-2005). He is a former tenured professor (1997-2004) with numerous professional publications on Post-Soviet politics.
Over the 1990s, James spent a total of two years studying and conducting research (and living) in Russia’s western regions. James built water systems as a Peace Corps Volunteer in rural Ecuador (1986-88). A graduate of the University of California, Santa Barbara, he also has an MA and PhD in political science from the University of Illinois, Urbana-Champaign.
