Keri Lowry is the Deputy Assistant Secretary (DAS) for Private Sector Exchanges at the US Department of State, where she oversees the Exchange Visitor Program, which brings over 300,000 foreign citizens to the United States annually to teach, study, home their professional skills, strengthen their English language abilities, connect with Americans and learn more about the United States.

Prior to this position, DAS Lowry served as the Regional Director for Asia, Europe, the Middle East and North Africa at the U.S. Peace Corps for over two years, where she oversaw nearly 800 U.S. and foreign national staff, an annual budget of nearly $60 million, the opening of new programs in Kosovo, Myanmar, Timor-Leste and Viet Nam, and the return of Peace Corps volunteers to Ukraine following the February 2014 Revolution of Dignity. Before the Peace Corps, Ms. Lowry served as the Senior Policy Advisor at the U.S. Agency for International Development (USAID), where she initiated and managed a new political transition response for the agency. From 2010 to 2013, DAS Lowry served on the National Security Council (NSC) at the White House as Deputy Executive Secretary and Director for Democracy, Development and Humanitarian Affairs, where Ms. Lowry managed, coordinated and oversaw the President’s foreign and national security policies on global development, humanitarian affairs, conflicts and fragile states, security sector reform, education, foreign assistance and aid effectiveness. She also developed and implemented the President’s Global Development and Security Sector assistance policies, established the President’s Global Development Council and Partnership for Growth initiative, and co-managed the NSC’s processes on the Post-2015 development goals.

Prior to the NSC, DAS Lowry served in numerous positions at USAID including Senior Advisor to the Administrator, Conflict Mitigation and Management Specialist for the Bureau of African Affairs, Democracy and Governance Advisor for the Bureau for the Middle East Affairs, and Embassy Liaison Officer at the U.S. Embassy in Baghdad. Prior to her career with USAID, Ms. Lowry managed an international exchange program at a non-governmental organization, was an after-school teacher at a homeless shelter, and spent over two years as a Peace Corps volunteer in Burkina Faso teaching high school math and science and directing a national girls’ empowerment program.

Ms. Lowry holds bachelor’s degrees in biology and biochemistry from the University of Colorado, and lives in Washington, D.C. with her husband.
